Supported Independent Living and NDIS Practice Standards Reform Updates

In recent months, several changes to the way that the NDIS will function have been announced, alongside existing reform priorities. It can be hard to keep track of all the new changes, especially as timelines change or are delayed.

We thought it would be helpful to review some of the recent and coming changes that will affect the NDIS Practice Standards, or introduce additional compliance requirements for NDIS providers, and highlight some of our useful resources in these areas.

Mandatory Registration of SIL Providers

As of 1 July 2026, the mandatory registration of supported independent living (SIL) providers has commenced. SIL Providers must also now comply with the new SIL practice standards. Providers weren’t given a lot of time to prepare, with the Standards being released at the end of June, however we’ve already released a self-assessment to help you understand and track compliance with the new requirements.

Prior to that, we put together a brief explainer which collates information related to mandatory registration for SIL providers, and this is available in SPP’s Reading Room.

The NDIS Commission has also recently released some helpful resources for SIL providers. These include their FAQ resource about mandatory registration,  and information about the various transition pathways for registration for registered and unregistered providers.

Mandatory Registration of NDIS Digital Platform Providers

Mandatory registration for NDIS digital platform providers also commenced on 1 July 2026. Providers who operate intermediary platforms for NDIS participants must be registered prior to 1 October 2026.

In addition, there are new conditions of registration which will apply to NDIS digital platform providers from 1 January 2027 related to ensuring that people providing supports via a digital platform meet all relevant worker clearance requirements. You can read more about mandatory registration of NDIS digital platform providers on the NDIS Commission’s website.

Ongoing NDIS Regulatory Reform

Much more is changing in how the NDIS will function, with further reforms of the NDIS Act 2013, including the amendments undertaken earlier this year and the current amendment under review.

You can read more about these changes on the Department of Health, Disability and Ageing’s website, and see the reform timeline that was published related to these changes.

Ongoing Practice Standards Review

In addition to NDIS Act reform, the NDIS Commission has been undertaking an ongoing review of the NDIS Practice Standards. This review was acknowledged as a priority in late 2024, and we’re expecting more information about its status soon.

The NDIS Commission indicated in its February 2026 Regulatory Reform Roadmap that consultation is ongoing.

We’re following these developments closely, and are staying ready for any changes or new updates that occur so we can help you stay on top of your standards requirements.

In the Meantime...

While we wait for these changes to be released, it’s important to ensure that you’re providing the best services possible and are in the best position to be ready for future changes. Undertaking quality evaluation, monitoring and improvement activities can help providers assess their strengths as an organisation and identify areas for improvement.

To help providers, SPP has self-assessment modules for all of the current NDIS Practice Standards, including the Core Module and each of the Supplementary Modules, as well as a vast suite of NDIS resources and policy templates.

We’re also developing Internal Audit modules centred around key themes in the community and health services sector, helping organisations assess whether their practices are consistently applied and implemented in practice, and achieving the targeted outcomes for service users.

We’ll be continuing to develop tools and resources in response to new information and in response to regulatory changes, so keep an eye out!

If you have any suggestions or requests related to our NDIS-related compliance tools and resources, please reach out to let us know – we love to hear from our members on what works best for them.

Let's get started.

Internal Audits: A cornerstone of service quality

Internal audits play a key role in maintaining service quality. The internal audit process is a useful tool to assess each aspect of an organisation and its service delivery, and identify areas where improvements can be made.

SPP has been a great resource for understanding and mapping Standards, preparing for Audits and also sourcing resources for policy development. I would recommend it to other organisations to complement their quality and compliance work. Information can be easily shared, and evidence gathered to support all work done.

I like the speed and ease of SPP, I love how it maps multiple standards. It’s so convenient, I couldn’t imagine the nightmare to do the work manually. The templates are great for gap analysis. SPP resource templates are great for implementing new policies in the office and for what we do day to day.

I have found the SPP system amazing. It provides a structured way to work through the standards and then provide a succinct report on the evidence being provided for a surveyor to view how we meet the standard. I used this in our recent accreditation survey, the auditor was very impressed, AND we are now accredited for ISO 9001. Thanks again. A great system.

We really like SPP. We use the resources in the Reading Room and couldn't have passed our accreditation with flying colours without SPP.
Advocacy, support and education provider, Australian Capital Territory
Everything is going well with SPP. It’s helped us through three lots of accreditation over the past nine months plus some internal auditing, so I’m very glad to have had it to assist us through the processes.
